The Grand Council of the Canton of Friborg ( French : Grand Conseil du canton de Friborg ) is the parliament of the Canton of Friborg . It consists of 110 members who are elected in eight constituencies by proportional representation for five years. The current term of office is therefore from 2017 to 2021. The last general renewal election took place on November 6, 2016. The newly elected Grand Council was reconstituted in the session on December 15 and 16, 2016.

tasks

The cantonal constitution of the canton of Friborg regulates the powers of the Grand Council. It exercises legislative power in the canton and meets regularly for ordinary sessions. The Grand Council adopts laws and changes or repeals them.

Constituencies

The cantonal constitution sets an upper limit of eight constituencies in which the respective parties compete with their own lists. The constituencies correspond to the seven Freiburg districts, whereby the Saane district is divided into the districts Freiburg-Stadt and Saane-Land. The two smallest districts, Glane and Vivisbach, have been forming a constituency association for the distribution of seats since 2016.

Parties

After the Sonderbund War of 1847, the victorious radicals dominated the Grand Council. It was not until 1856 that the Grand Council was re-elected, with the radicals only receiving 3 of 67 seats. From 1856, elections were held every five years, beginning an era of dominance by the Catholic Conservatives.

In the election in 1916, due to the war, the conservatives and liberals did not compete against each other after reaching an agreement . Proportional voting has been used since 1921 , but until 1961 with a blocking clause of 15% in each constituency, which was intended to prevent the Social Democratic "troublemakers" from entering .

Logs

The logs are subject to a blocking period of 50 years. They have the signature GC (Grand Conseil) on approx. 36 linear meters .

In the years 1803 to 1808 the protocols were included in those of the Small Council. Until 1834 they were somewhat more detailed decision-making minutes, since then they have been negotiation minutes that have also been printed. The so-called Chemises du Grand Conseil form the basis for the negotiations and resolutions .
