District Administrator (Uri)
The district administrator is the parliament or legislature of the Swiss canton of Uri . The 64 members meet regularly in Altdorf and decide on legislation there. They are elected by the people for four years. Each of the canton's 20 communes forms its own constituency. The election takes place in the four largest municipalities according to proportional representation with cross-constituency compensation ( double Pukelsheim ). The remaining 20 municipalities vote according to Majorz . The district administrator holds nine sessions per year. The last district and government council elections took place on March 8, 2020.
tasks
The district administrator exercises overall supervision over all authorities which perform cantonal tasks.
It constitutes itself and elects its President and Vice-President from among its members for a period of one year each.
In contrast to other cantons, the governor and governor are not elected by the district administrator, but directly by the people. The Uri District Administrator elects the members of the Education Council, Heads and Deputies of the Government Council Directorates, the Commander of the Uri Battalion and the Bank Council of the Urner Kantonalbank. The district administrator submits all important provisions to the people, usually in the form of laws. It decides on the admissibility of popular initiatives that have come about.

The Uri canton constitution stipulates that, in the interests of the separation of powers, no one may be a member of the district administrator and the government council at the same time. Furthermore, district administrators and government councilors may not belong to any court. Full-time employees of the authorities are also prohibited from becoming members of the district council. Spouses, registered partners and life partners as well as first and second degree relatives and first and second degree by-laws may not belong to the same cantonal and communal authorities; however, this prohibition expressly does not apply to the district administrator. The district administrator's regular term of office is four years. The regular start of the year of service is June 1.
Number and distribution among the constituencies
The district administrator has 64 members. The distribution of the number of seats to the municipalities is based on the last federal census. However, according to Article 88 of the Uri cantonal constitution, the decisive factor is not the number of inhabitants in a municipality, but the number of residents with Swiss citizenship. Each municipality is entitled to at least one seat.

A popular initiative of the young CVP Uri under the title head instead of party elections , which demanded the pure majority election of the Uri district administrator, was rejected by the people on 23 September 2012 with 57.5 percent of the votes.
Up to and including the 2016 election, proportional representation was held in all municipalities with three or more seats. According to a federal court ruling (1C_511 / 2015) from 2016, the existing right to vote was unconstitutional, as the natural quorum (implicit threshold clause ) was well above the permissible 10% in several proportional constituencies . Due to this, the majority procedure was introduced in the four smaller of the previous eight proportional constituencies, while a cross-constituency compensation ( Doppelter Pukelsheim ) was created for the remaining four proportional constituencies .
compensation
The remuneration of the district administrators is regulated in Uri in the secondary office ordinance. Each member receives 160 francs per district council meeting, the president of the district council receives 320 francs. In addition, there is an additional 160 francs for members in district commissions for full-day meetings and 105 francs for half-day meetings; Commission presidents receive an allowance of 78 francs.

The newly elected district administrator first met on June 8, 2016 for the constituent meeting.
Antonio Epp refused to accept the mandate. Therefore Marcel Bachmann moved up for him, who was sworn in on August 31st.
Franz-Xaver Arnold resigned from his position in April 2017. His successor, Elias Arnold, was sworn in on May 24, 2017.
