Klaus Barbie was commandant of the Gestapo in occupied Lyon from 1942 to 1944 . In the Hotel Terminus the Gestapo had converted about 20 rooms to interrogation rooms during the occupation of France. From here, Barbie, the "butcher of Lyon", worked. The hotel became a symbol of the last station of its victims and the end of all humanity.

Ophüls used a wide variety of elements in his film to portray the man and his cruelty. Former schoolmates of the Gestapo commandant, neighbors, employees, sympathizers and victims have their say and express their opinion about him, his crimes and his time. The film is an accurate reconstruction, a snappy and intelligent irony about cruelty.
