After his former refugee Tesfaye Gebre Kidan was murdered by Birhanu Bayeh in 2004, rumors of Hailu's suicide also surfaced. Doubts about the official cause of death were heightened by incomplete records from the Italian embassy. The government of Ethiopia then requested Italy to provide all the documents relating to the incidents.

Hailu's successor as prime minister was Tesfaye Dinka .
