The Hamdan Bin Mohammed Smart University (HBMSU) , formerly e-TQM College (electronic Total Quality Management) in Dubai is the first “virtual” university and the first “smart learning” institution in the Middle East sponsored by the Ministry of Higher Education and Scientific Research (MOHESR) has been licensed and recognized in the United Arab Emirates . The university was founded in 2002 as e-TQM college by the Dubai police and renamed HBMeU (Hamdan Bin Mohammed e-University) in 2009. It was named HBMSU in 2014. The school was named after Hamdan bin Muhammad Al Maktum .

HBMSU comprises three schools, employs over 300 people from 45 different countries, and offers over 21 recognized academic courses and programs in which students are taught primarily in the fields of business, quality management, education, health care and the environment. It offers courses in English and Arabic.

The School of e-Education aims to provide courses that are accessible to a wide audience. This school also offers adult education courses.

Admission requirements
Bachelor
A high school diploma or a technical university certificate is required for the bachelor's degree at the university. Equivalently, this requirement is deemed to have been met if another, equivalent qualification has been obtained. In addition, a TOEFL test is required, in which at least 500 points must be achieved in the written test. An IELTS score of 5.0 is also accepted as an alternative .
master
For a master’s course, a bachelor’s degree is required. This must be completed at an accrediting university with a minimum AGPA (Admission Grade Point Average) of 3.0 points on a scale of 4.0 points. A TOEFL test with at least 550 points in the written test is required for the master’s course.
Applicants to the School of Business and Quality Management and School of Health and Environmental Studies who do not have any management skills must first register for the Management Appreciation Program (MAP) and complete it before the start of the first semester.
doctor
For the doctoral degree at the university, at least a completed master’s degree at an accrediting university is required. In order to obtain the doctorate, a minimum iBT-TOEFL value of 80 is also required, based on a minimum grade value of 24. Part of the admission requirements for the doctorate is a so-called aptitude interview, which must be successfully completed before starting.
Cloud Campus
The Cloud Campus is a digital learning platform that disseminates knowledge using the learning method of micro-learning. The learning takes place here through short, simple learning units, e.g. B. in the form of 60-90 second videos. The participants can access various media applications or social networks such as YouTube or Facebook and a virtual library. A team of experts is available to answer questions. In addition, the Cloud Campus offers the opportunity to form online learning communities of classmates, academics and companies. Participation in various courses is also possible, after which the participants receive a certificate from the university. The HBMSU offers courses on the following topics, among others: personnel development, marketing, Islamic banking, communication, talent development and leadership.
Business Incubation Center
The university has had its own Business Incubation Center since 2014, which helps family businesses to optimize their business models and strategies.
