Hanefi Avcı

Hanefi Avcı (* 1956 in the village of Karabıyıklı in the district of Pazarcık in the province of Kahramanmaraş ) is a Turkish author and former police chief.

Youth and training time

Avcı began his education in his home village Karabıyıklı at the local elementary school. He attended middle school in Karşıyaka, Gaziantep . He graduated from high school at the Ankara Police College . In 1976 he graduated from the Police Academy. He then attended the Police Institute and studied law at the University of Ankara until 1980.

Career

Already during his studies and beyond from 1976 to 1984 he was a commissioner in Gülnar and Mut in the province of Mersin at the police station and in the fight against terrorism. There he was responsible for the torture murder of Ali Uygur. Many years later, he apologized to another 12-year-old torture victim in front of the camera. After the increasing unrest in Diyarbakır , he was transferred to the local police intelligence directorate, where he was active for eight years. In 1992 he received the post of Director of the Istanbul Police Intelligence Service . In 1996 he was promoted to deputy director of the Turkish Police Intelligence Department. When, after the Susurluk scandal , he testified before a parliamentary intelligence commission that illegal gangs had been formed in the context of the fight against terrorism, several proceedings were brought against him. Because he shared his testimony with the press, he was suspended from duty. Among other things, he made public that the Turkish secret service MİT had connections to the Mafia killer Mahmut Yıldırım, who is known as Yeşil . Based on his testimony, he was arrested on charges of betraying state secrets on the orders of the Ankara State Security Court . Another charge against him was allegedly insulting the Jandarma headquarters for confirming the existence of JITEM . He also had to testify about his secret investigations against the military as part of its illegal activities. This investigation concerned the influence of the military on politics in connection with the so-called postmodern coup of February 28, 1997, which led to the overthrow of the then government. Due to his acquittal in court, his suspension could be lifted by court order. However, this meant that it was only used in the administrative area until 2003. In 2003 he became director of the Smuggling and Organized Crime Police Department. According to his own statement, however, he was too successful in this area, which some forces did not like. This in turn led to his being sent to Edirne Province as provincial police chief . After he discovered a gang of bribes within the police and customs as part of a secret operation there, he was transferred to Eskişehir . Another break in his career occurred after his autobiography was published.

Autobiographical book

Avcı, who describes himself as Islamic-conservative, reports in the book how, in his opinion , the Islamic-conservative movement of Fethullah Gülen has infiltrated the Turkish police nationwide to such an extent that they are now partly controlled by them. In this context, he also writes about illegal wiretapping and other illegal activities of this group. Shortly after his book was published, a new investigation was opened against Avcı for alleged membership in a left-wing extremist terrorist organization. As a result of the trial, Avcı resigned from his post as Eskişehir Police Director and was later arrested. He himself says that he did not expect anything else and that the allegations are absolutely absurd. Four MPs from the opposition CHP told the public after visiting Avcı that they were shocked by the extent of the infiltration by the Gülen movement. The police chief finds support not only from opposition members, but even from some journalists close to the ruling AKP party who criticize his imprisonment.

After the accusation of membership in the left-wing extremist organization Devrimci Karargah , Avcı is now also accused by the public prosecutor Zekeriya Öz of membership in the alleged organization Ergenekon . On July 20, 2013, he was sentenced to 15 years in prison. He was released on June 20, 2014. In 2016 it was proven that the Ergenekon organization does not exist. The procedure for membership in Devrimci Karargah ended in May 2017 with an acquittal.

Awards

In 2006, TASAM awarded him a prize for strategically visionary bureaucrats.
