Hans-Detlef Horn

Hans-Detlef Horn (born September 21, 1960 in Frankfurt am Main ) is a German lawyer and professor of public law at the Law Faculty of the Philipps University of Marburg . From 2003 to 2010 he was a judge in the second main office at the Hessian Administrative Court . He is chairman of the Hessian regional association and representative of the Marburg association group in the German University Association . As part of a university partnership agreement, he also lectures at the Baltic Federal University Immanuel Kant in Kaliningrad .

Life

After completing his training as a banker, Hans-Detlef Horn studied law at the University of Bayreuth . In 1989 he received his doctorate on the subject of experimental legislation under the Basic Law and passed the second state examination in 1992 in Bavaria. In 1998 he completed his habilitation at the University of Bayreuth on the subject of administration that is directly based on fundamental rights. On the dogmatics of the relationship between law, administration and the individual under the Basic Law . He has been teaching at the Philipps University of Marburg since October 1, 1999 and has been Dean of the Law Faculty since the winter semester 2012/13.

His special interest is in constitutional and theoretical considerations and dogmatic basic research and the like. a. on the state monopoly on the use of force and the civil duty of peace , the public service mandate of administrative law from the point of view of the relationship between state and society in a free constitutional state , the principle of the separation of powers , the democratic principle , the principle of republic , the position of associations in the constitutional state, and fundamental rights . He is also engaged in a. with questions of European law , the construction law , public business law , the security and police law , the financial services law , public banking law . He is a member of the research centers for financial services law and medium-sized business as well as the scientific advisory board of the Marburg Cooperative Institute (ifG).

In 2019 Horn was awarded an honorary doctorate from the Baltic Federal Immanuel Kant University .
