Heiner Bernhard (born July 29, 1957 in Weinheim ) is a German lawyer and local politician ( SPD ). He was from 2002 to 2018 Mayor of the town of Weinheim, on the mountain road.

Life

Bernhard attended today's Werner-Heisenberg-Gymnasium in Weinheim and graduated from high school in 1976. From 1977 to 1982 he studied law at the University of Mannheim . He completed his legal traineeship in Mannheim, Heidelberg and Weinheim. The second state examination followed in 1986. He then worked as an administrative lawyer in the legal office of the city of Heidelberg . From 1994 to 2002 he headed the Office for Public Order in Heidelberg. From August 12, 2002, Bernhard was Lord Mayor of Weinheim. On June 20, 2010 he was confirmed in office with 73.2 percent of the votes. His term ended on August 11, 2018, after failing to run for a third term.

Heiner Bernhard is married to the doctor Gudrun Tichy-Bernhard and has three children. Bernhard is u. a. Member of TSG 1862 Weinheim and MGV Germania Singers' Association. From 1995 to 2002 he served as a church elder in the Evangelical Johannis Congregation.

From 2000 to 2002 Bernhard was a councilor in the SPD municipal council group . In 2002 he was elected Lord Mayor of Weinheim in the first ballot, in which he prevailed against Stefan Dallinger with 52.2 percent . In addition, from 2004 to 2019 he was an SPD district councilor in the district assembly of the Rhein-Neckar district and from 2006 to 2019 a member of the regional assembly of the Rhine-Neckar metropolitan region . He is also chairman of the "Weinheimer Initiative", a nationwide association of municipalities and districts, which is dedicated to the local management of the biographical transition from school to professional life, and chairman of the association Metropol-Card-Bibliotheken Rhein-Neckar eV, an association of municipalities Libraries in the metropolitan region as well as deputy chairman of the Kurpfalz Association.

The mayoral election in 2010 attracted particular attention because, when the votes were counted, 344 other citizens were listed as candidates on the ballot papers in addition to the only candidate. Bernhard was confirmed in his office with only 17.70% of the voters. The efforts of a citizens' initiative for new elections remained futile and inconclusive.

As Lord Mayor, Heiner Bernhard was also Chairman of the Board of Directors of Sparkasse Rhein Neckar Nord , on the board of the Sparkasse Association of Baden-Württemberg and Chairman of the Supervisory Board of Stadtwerke Weinheim. In addition, he was chairman of the associations for waste water supply, waste water and green waste composting.

In 2018, Heiner Bernhard became Deputy Chairman of the Board of Directors of Sparkasse Rhein Neckar Nord. In the German Association of Cities , Bernhard was a member of the main committee as a delegate from Baden-Württemberg. He was a member of the board of the Baden-Württemberg City Council as well as the committee for school, culture, sport and the committee for constitution and law. He was chairman of the mayor district large district cities in the administrative district of Karlsruhe , member of the board of directors of the computing center and member of the board of the Rhein Neckar sports region.

In April 2018, he supported an employee who had refused a passport to a fully veiled woman due to a lack of identification. When the same woman wanted to attend a new citizens' reception in the town hall, veiled again, Bernhard had her removed from the reception. For these decisions, Bernhard received multiple support in his city, including from the citizens' alliance "Weinheim stays colorful", which is committed to integration.

After the end of his second term of office, Bernhard did not run again for the office of mayor.
