Henry Paget's mother was Henrietta Bagot, the second wife of the 2nd Marquess of Anglesey and the fourth daughter of the politician and diplomat Charles Bagot .

Henry Paget served as Vice Admiral of North Wales and West Carmarthen and was Deputy Lord Lieutenant (Deputy Lieutenant). He was also a member of the Privy Council . Henry Paget was married three times. He married his first wife Elizabeth Norman (1841–1873) in 1858. The marriage remained childless. After her untimely death, he soon married Blanche Mary Boyd († 1877). They married in 1874 at the British Embassy in Paris and had a son, Henry Cyril Paget (1875-1905). Blanche committed suicide two years after giving birth to her child. In 1880 Henry Paget married his third wife, Mary Livingstone King († 1931). The wedding took place again in the British Embassy in Paris. This marriage also remained childless, so that the Marquess's son grew up without siblings.

In 1880, his half-brother Henry William George Paget, 3rd Marquess of Anglesey (1821–1880), who came from his father's first marriage, died. Since his half-brother had remained childless, Henry Paget now inherited the title of Marquess of Anglesey and all subordinate titles, including the title of Earl of Uxbridge . Eighteen years later, Henry Paget died at the age of 62 after a long illness on Plas Newydd , the seat of the Paget family on Anglesey in North Wales. His body was buried in Llanedwen near Plas Newydd. His son Henry followed him as the 5th Marquess of Anglesey.
