Historical archive of the European Union

The Historical Archives of the European Union (HAEU), based in Florence (Italy), stores the official historical archives of the institutions of the European Union and makes them accessible for research and the general public. It is also a research center for the history of European integration and is part of the European University Institute .

Legal foundations and history

The HAEU was founded in 1983 as the "Historical Archive of the European Communities". The legal basis was a regulation of the Council of the European Communities and the decision of the Commission of the European Communities to release their archive material for use. Another agreement between the European Commission and the EHI made Florence the seat of the archives in 1984. There the HAEU opened its doors to users in 1986.

An agreement concluded in 2011 between the EHI and the European Commission confirms the functions of the HAEU as a repository and user center for the files of the European institutions and their predecessor institutions and regulates the acquisition and provision of private holdings. Accordingly, the Council of the European Union amended the 1983 regulation with Regulation (EU) 2015/496.

Jurisdiction

The HAEU stores the files of the institutions and agencies of the European Union and its predecessor institutions in accordance with the 30-year period applicable to the use of this file material and makes them available for use. It also collects collections of people, movements or international organizations who were involved in European integration. It supports research on the history of the European Union and its predecessor institutions, promotes public interest in European integration and contributes to the transparency of the functioning of the institutions of the European Union.

Stocks

The holdings consist of the documents of the organs of the European institutions, their predecessors and the agencies of the European Union . Among other things, it stores the collections of the following bodies: European Coal and Steel Community , European Economic Community , European Atomic Energy Community , Parliamentary Assembly of the European Coal and Steel Community, Court of Justice of the European Union , European Economic and Social Committee , European Court of Auditors and European Investment bank . It also gathers private holdings and collections of personalities, movements and international organizations who have supported, promoted and realized the European integration process since the Second World War .

This inventory group includes, among other things, the following documents: the European Space Agency , the Assembly of the Western European Union , the Council of European Municipalities and Regions , the European League for Economic Cooperation and a rich collection of federal documents, such as that of the European Movement , the Union of the European Federalists and the Center International de Formation Européenne .

In 2013, as part of the “Interinstitutional Web Archiving Working Group of the EU” and in cooperation with the “Internet Memory Foundation”, the HAEU started a pilot project for archiving the websites of the European institutions. These Internet pages have been recorded every quarter since the end of 2013 and are accessible on the website.

User and research services

The HAEU has been present on the World Wide Web since 1995 and in 1991 developed its first electronic data processing system for recording finding aids. The finding aids and repertories of all holdings, collections and oral history deposits of the HAEU are published and retrievable on its website.

The information and classifications of the holdings can be called up in the archive portal Europe , the HAEU is also present on the social media Facebook, Twitter, Youtube and Flickr. The digitization program for archival material and photographs that began in 2006 has resulted in 14,000 digitized volumes of files being available directly on the website in PDF format. The 600 transcriptions of the European Oral History Program and numerous audio recordings are also published there.

The reading room in the "Villa Salviati" is open to users every day. A specialist library is available to readers, which is made up of over 20,000 monographs, gray literature and electronic publications. Use of the holdings online or in the reading room is free of charge.

The HAEU organizes and offers space for research seminars, workshops and conferences in cooperation with the history department of the EHI and other external partners. It sees itself as a meeting place for actors and researchers in the field of European integration. Together with the history department of the EHI, the HAEU is the sponsor of the Centro di Ricerca "Alcide De Gasperi" sulla storia dell'integrazione europea ( Research Center for the History of European Integration "Alcide de Gasperi" ), which was held on May 6, 2015 in the presence of the daughter was inaugurated by Alcide De Gasperi , Maria Romana De Gasperi. The Alcide De Gasperi Center encourages the use of primary sources and supports publications on the subject.

Seat

The HAEU is housed in the historic " Villa Salviati ". The villa is located in the Florentine Hills on Via Bolognese and is named after one of its famous owners, Jacopo Salviati, who purchased it in 1445. The Salviati were a family of wealthy and influential wool merchants and bankers and were closely allied with the Medici . The villa and its 14 hectare park have changed hands several times over the past two hundred years.

The villa has belonged to the Italian state since 2000. It was restored and an underground storage room was created for more than 11,000 running meters of files. On December 17, 2009, the new headquarters of the HAEU was inaugurated in the presence of the President of the Italian Republic Giorgio Napolitano . But it wasn't until 2012 that the archive started operating at its new location.
