The flood risk zoning Austria , or HORA for short (today also flood risk areas Austria ), is a project of the Federal Ministry for Agriculture, Regions and Tourism (BMLRT) and the insurance association  (VVO) for the complete mapping of flood risk zones in Austria .

Intention and story

After the floods in 2002 and 2005 , the state and the insurance companies decided to centrally record and process the spatial risk of natural disasters , especially floods , for the whole of Austria in order to better estimate and evaluate the damage potential. The project follows the directive proposal of the EU Commission from the beginning of 2006 and anticipates the core requirement of the EU Flood Framework Directive 2007/60 / EC (HWRR) for more information for the population. The FloodRisk study , which was carried out after the floods in 2002, showed that “in addition to promoting the population's awareness of dangers, pointing out the limits of active protective measures and the need for an adapted use of endangered areas, there will be a greater need for a risk partnership between the state, insurance and private individuals It was also decided to collect information on hailstorms (according to Munich Re , hail damage accounts for 20% of all storm damage) and earthquake hazards in a joint framework.

The program is supervised by the Federal Hydraulic Engineering Administration and the respective river engineering management for the plains and the forest engineering service for torrent and avalanche control (die.Wildbach) for the small bodies of water in the mountain area. Collects data on flood levels , - stands along more than 25,000 kilometers of river of rivers and lakes in Austria , and risk and return period events.

The mapping forms the basis of a comprehensive creation of a hazard map, which was created up to 2011. It is intended to record the areas in which "there is a potential risk in the event of failure of the existing protective measures (e.g. if a dam breaks)". This has no legal effect, but is intended to enable municipalities, states and the federal government to use “instruments for optimizing and setting priorities in the necessary flood protection” - in addition to hydraulic engineering projects, this also includes the classification of the then valid hazard zone planning (“red and yellow” zones, construction prohibited zones ) within the framework municipal and state-wide spatial planning . In addition to “sharpening the population's risk perception”, insurers are interested in precise data on the assessment of insurability. The risk maps are available at the municipalities and the water districts (mostly at the district authorities ).

The cost of the project was around two million euros. As a collaboration between the public and private sectors, the project is “unique in Europe” and consolidates Austria's position “as a European pioneer in the field of flood risk detection”.

After the positive experiences that were already made with the Galtür avalanche disaster in Tyrol in 1999 with GIS- based data that was quickly accessible in the event of an incident and freely accessible to all departments involved and affected citizens, the development of an internet platform was a central concern of the project from the start. The zoning was online as eHORA from 2006 and, in addition to the basics for flood warnings, also included the earthquake and hail risk. Version 2.0 of eHORA has been online since 2014, offering a modern interface and more information. In the meantime, the project, which originally focused on water damage, has been expanded as a "digital hazard map" into a comprehensive environmental warning service.
