The website hora.gv.at ( English Natural Hazard Overview & Risk Assessment Austria , HORA for short , formerly eHORA) is the environmental warning service of the Federal Ministry for Agriculture, Regions and Tourism .

history

After the floods in 2002 and 2005 , the state and the insurance companies decided to centrally record and process the spatial risk of natural disasters , especially floods , for the whole of Austria in order to be able to better estimate and evaluate the damage potential. This project flood risk zoning Austria  (HORA) follows the directive proposal of the EU Commission from the beginning of 2006 and anticipates the core requirement of directive 2007/60 / EC on the assessment and management of flood risks (EU framework directive) for increased information for the population. It was also decided to include information on hailstorms (according to Munich Re , hail damage accounts for 20% of all storm damage) and earthquake risks in a common framework. After the positive experiences that were already made with the Galtür avalanche disaster in Tyrol in 1999 with GIS- based data that was quickly accessible in the event of an incident and freely accessible to all departments involved and affected citizens, the development of an internet platform was a central concern of the project from the start.

The zoning was online as eHORA from 2006, and also included the earthquake and hailstorm risk (the complete recording lasted until 2011).

Version 2.0 of eHORA has been online since 2014 and offers a modern user interface and more information: The project, which originally focused on water damage, has since been expanded as a "digital hazard map " into a comprehensive environmental warning service, and has since been operating as Natural H azard O verview & R isk Assessment A ustria ( German:  Overview of natural hazards and risk analysis ) to the acronym HORA.

Online offer HORA

On the HORA website, by entering an address, a search mask or a click of the map, a digital hazard map can be called up to the scale of the cadastral boundaries and properties, in which areas there is a potential risk of natural hazards or "failure of the existing protective measures (e.g. in the event of a dam burst)".

The WebGIS offer of flood risk zoning Austria is created and maintained by Section VII / 5 of the BMLFUW together with the Vienna University of Technology and IAWG, and operated at the Agriculture, Forestry and Water Management Computer Center (LFRZ). Data are also contributed by the Central Institute for Meteorology and Geodynamics (ZAMG) in cooperation with the Geoforschungszentrum Potsdam (GFZ) and the Federal Environment Agency (UBA).
