Horst Engstler

Horst Engstler (born May 2, 1933 in Wilhelmshaven ; † May 2, 2002 in Bremen ) was a German politician ( CDU ). He is the father of the writer Achim Engstler .

After graduating from high school in Wilhelmshaven, Engstler studied law and political science in Freiburg im Breisgau and Hamburg . After passing the second state examination in law, he started out as a judge. He was u. a. employed as a councilor at the Wilhelmshaven District Court. In 1972 he became the municipal legal director and head of the legal office of the city of Wilhelmshaven. Between 1973 and 1986 he was a department head (city councilor) at the city of Wilhelmshaven, responsible for the areas of social affairs, youth, sport, health, burden sharing, and at times also for the areas of public safety and order, schools and environmental protection. In this function, he initiated, among other things, the pioneering project of the geriatric welfare visiting service. In 1985 he was with a thesis on the healing educational treatment according to § 10 paragraph 2 Juvenile Court Act in the juvenile criminal law practice at the Georg-August-University of Goettingen to the Dr. jur. PhD. From 1986 until he moved into the state parliament in 1990, he was managing director of the Lower Saxony City Council . After leaving the state parliament, he worked as a lawyer.

Engstler had been a member of the CDU since 1970. In the state election in Lower Saxony in 1990 , he ran as a direct candidate in the constituency of Wilhelmshaven , but was defeated by Wilfrid Adam (SPD). Nevertheless, he got through the state list in the state parliament, to which he belonged from June 21, 1990 to June 20, 1994.
