Houlin Zhao (* 1950) is a Chinese telecommunications engineer and has been Secretary General of the International Telecommunication Union (ITU) since January 1, 2015 .

Life

Zhao worked as an engineer in the design institute of the Chinese Ministry of Post and Telecommunications and took part in his country's expert meetings on telecommunications standards and national plans, as well as in the technical study group of the ITU as a Chinese delegate. He contributed articles to Chinese technical publications and was recognized by the Ministry of Post and Telecommunications in 1985 for his achievements in science and technology.

From 1986 to 1992, Zhao was a senior executive in the Telegraphy and Telephony Advisory Committee (CCITT) and from 1993 to 1998 in the ITU Telecommunications Standardization Office (TSB).

Zhao was elected Director of the ITU Telecommunication Standardization Bureau in Minneapolis, USA, in 1998 and was re-elected for a second term in Marrakech, Morocco in 2002. During this time he led consensus-based discussions between ITU, the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) to develop and publish “common terms” for “technically oriented texts” of standards from these organizations for the harmonization of political concepts for intellectual property rights. This led to the adoption of a common patent policy for ITU / ISO / IEC, which is still used today. During his tenure, he also spearheaded the introduction of new efficiency measures to improve and strengthen the ITU environment for standardization. He was elected Secretary General of the International Telecommunication Union (ITU) at the ITU Plenipotentiary Conference in 2014 . On November 1, 2018, he was confirmed by the General Assembly in Dubai for a second four-year term.

Honors

In 2014 he was made an honorary citizen of Busan .

Zhao is married and has one son.
