Howard Lee McBain

Howard Lee McBain (* 1880 in Toronto , Ontario ; † 1936 ) was an American political scientist .

McBain went to college in Richmond after primary school , graduated there and earned a doctorate from Columbia University in 1907 .

After teaching at George Washington University and Columbia University, he became professor of constitutional law there in 1917. In 1929 he was finally appointed Dean of Columbia . His most notable achievement was in 1933 when he revised Cuban suffrage .
