The Humboldt-Viadrina School of Governance was a "special university for policy development and management" launched in 2003 by the Humboldt University of Berlin and the European University Viadrina Frankfurt (Oder) as a partner project, at which a part-time master’s course ( Master of Public Policy , MPP). In 2014 insolvency was initially filed and the teaching operations were finally discontinued.

history

The establishment of the School of Governance was first announced in November 2003 by Gesine Schwan and the President of the Humboldt University, Jürgen Mlynek . The founding team also includes Stephan Breidenbach from the European University Viadrina, Alexander Blankenagel from the Humboldt University in Berlin and the founder of Transparency International and Chairman of the Extractive Industries Transparency Initiative (EITI), Peter Eigen .

The start of teaching had been delayed several times since the founding was announced for various reasons. In 2004 it failed due to differing views between the founding team and a private sponsor regarding the content of the school. It was not until 2006 that the foundation of the Governance School Foundation under the umbrella of the Stifterverband für die Deutsche Wissenschaft secured long-term funding for the Humboldt Viadrina. The last hurdles to start teaching were cleared at the beginning of 2009. In January 2009, the Academic Senate of Humboldt University approved the establishment of the part-time master's degree in “Public Policy”. At its meeting in March 2009, the HU Board of Trustees finally confirmed the establishment of the course so that the first students could start their studies from the 2009/2010 winter semester. In June 2010 Gesine Schwan was elected president by the school's board of directors. On 27 March 2014, the college due to financial constraints has the Charlottenburg District Court a bankruptcy petition asked. Teaching was discontinued on June 1, 2014.

Founding concept

The teaching and research activities of the Humboldt-Viadrina were geared towards the professionalization of political forces from diverse areas of society. The motive for the foundation - according to the former president of the European University Viadrina and co-founder of the school, Gesine Schwan - is "the growing need for reform in politics, authorities and the third sector ", which requires executives in politics, business and civil society organizations to be "targeted to prepare for public design and management tasks ".

The Humboldt-Viadrina was based on the Anglo-Saxon model of professional schools. The “network of political institutions and actors”, which is covered by the term governance, must therefore not only be penetrated theoretically and conceptually, but also practically enabled. One of the principles of the school is, accordingly, the requirement to place theory and practice side by side on an equal footing and to impart “key skills for the successful implementation of policy drafts”. Not only analytical competencies, but also so-called 'skills' such as project management, mediation and negotiation were part of the training.

Conceptually, the Humboldt-Viadrina was based on the principle of " good governance " as a guiding principle . H. It was not only about the scientific penetration and practical appropriation of modern forms of governance, but the possibilities and conditions of a “good, democratic mode of government” in the field of tension between politics, business and civil society should be determined and good governance thus implemented. Accordingly, according to its self-image, the specialty of the school lay in the aim of bringing together actors from the fields of government, business and civil society and, through joint policy formulation, implementation and evaluation, to be a “political platform for initiating and conceiving processes of political and social change”.

Teaching

The strong practical orientation of the school was also expressed in the content of the postgraduate Master of Public Policy , which was conceived as an extra-occupational course and aimed at students from a wide range of disciplines who already have work experience and / or are professionally linked to an institution or organization . These in turn could be the subject / addressee of the practical project work of the students, which is a central part of the MPP. During their four-semester study period, the students should conceptually develop and implement specific problem-oriented projects in their own institution or organization. This could, for example, be the implementation of a corporate social responsibility concept for a company, the communication and positioning of an NGO or the conception of a social business .

In accordance with the school's fundamental objective of bringing together actors from different social areas and academic disciplines, the lecturers were not only recruited from the two host universities, even if they were academically responsible for the MPP. The school was also financed exclusively from private funds and tuition fees, for which scholarships were available.

building

The Humboldt-Viadrina School of Governance moved to the Berlin government district at Wilhelmstrasse 67 in 2006 . The former Charité building, which was built in the 1870s according to a design by Paul Emanuel Spieker , covers 1,500 m² and should be able to accommodate up to 200 students. At the end of the 1990s, it was renovated for 3.3 million euros and served as the headquarters of the Berlin State Representation until 2002, before it moved to the Red City Hall . The school shared the premises with cooperation partners from the civil society sector, including the initiative to promote transparency in raw materials trading ( Extractive Industries Transparency Initiative ).

Library

The building also housed the Humboldt Viadrina library, an interdisciplinary specialist library on the subjects of civil society, philanthropy and the nonprofit sector. The library was handed over by the Maecenata Institute for Philanthropy and Civil Society to the Humboldt-Viadrina School of Governance at the beginning of 2007 and includes specialist books, journals, annual reports from foundations and other collections of material that focus on the topics of civil society , philanthropy and the nonprofit sector .
