Işıl Karakaş

Ayşe Işıl Karakaş (born December 8, 1958 in Istanbul ) is a Turkish lawyer and political scientist and Vice President of the European Court of Human Rights .

Life

Karakaş graduated from Istanbul University with a degree in political science in 1983 . In 1986 she finished her studies at İstanbul Üniversitesi with a degree in public law . In 1988 he received a diploma in European law from the European University Center at Nancy II University and two years later a law degree from Marmara University . In 1991 she joined the Istanbul Bar Association, and in 1992 she received her doctorate in law .

Between 1993 and 1999 she taught political science as assistant and associate professor at Istanbul University. This was followed by a position as Associate Professor of Law at Galatasaray University . There she was appointed full professor of international law in 2003. In the previous year she had taken over the management of the “Center for Research and Documentation on Europe” at this university. Between 2002 and 2007 she was visiting professor in France at the Paul Cézanne Aix-Marseille III University , the University of Reims , the University of Montpellier I and the University of Strasbourg III .

After the election by the Parliamentary Assembly of the Council of Europe , Karakaş became judge at the European Court of Human Rights on May 1, 2008. Since January 1, 2015, she has been President of Section 2 of the Court of Justice. She was also appointed Vice President on November 1, 2015.

She is considered a critic of the headscarf ban at Turkish universities and Article 301 of the Turkish Penal Code.
