The Institute for Theory of State and Law (ITSR) was a non-university research institute in the German Democratic Republic (GDR) with headquarters in Berlin-Mitte , which as an academy institute belonged to the research community of the Academy of Sciences of the GDR .

The institute was founded on October 31, 1972, with Wolfgang Weichelt as director . The ITSR had around 85 employees, including around 65 scientists who were particularly involved in basic research in law . The political-ideological basis of the work was the results of the Babelsberg Conference of 1958, which determined the Marxist-Leninist theory of state and law in the GDR. From 1975 the institute held a series of symposia on legal theory with international participation.

Structurally, the institute was divided into areas for "State and Constitutional Theory", "Legal Theory", "Analysis and Critique of the Civil State and Law and the Civil State and Legal Ideology", "State and Legal Theory Issues of Economic Management" and "International Law" . From 1983 to 1991, Bernhard Graefrath , a lawyer who was one of the leading legal scholars in this area of law in the GDR, was the head of international law .

At the time of the political change in the GDR, the name was changed to "Institute for Law" at the end of 1989. Karl-Heinz Röder , previously deputy director and temporarily acting director, was elected director in March 1990 . In the same year the institute was evaluated and the result was dissolved at the end of 1991.
