Inter-American Defense Board

The Inter-American Defense Board (IADB, German Inter-American Defense Committee ) is an international organization of representatives of national military authorities from North, South and Central America in Washington, DC

It organizes the "collective self-defense of the western hemisphere with peace and security as the main objective" (mission) and provides technical support for the Organization of American States . The OAS also funds the committee (annual budget of US $ 2 million, 1999), which is administered by the US military.

history

In 1938 , the United States opened military missions in Latin America to train and guide national military authorities to counter fascist subversion . In return, with the exception of Argentina and Panama , all Latin American states granted the US Air Force and Navy military bases and transit rights. To coordinate military cooperation, joint defense committees with Mexico and Brazil were formed on March 30, 1942 in the so-called "Inter-American Defense Board" .

During the Cold War , the US planned a global anti-communist security system. By order (executive order) of March 26, 1951 , the IADB was elevated to a public, international organization.

With Eisenhower's takeover in 1953 , plans were developed to implement economic, political and military goals of the USA in Latin America. These envisaged the involvement of the UN and other international organizations in US politics, military equipment, standardization, economic development and the elimination of communist or anti-American subversion.

Shortly before the US-directed coup against the Guatemalan Jacobo Árbenz Guzmán , an anti-communist resolution was passed at the " Caracas Conference " in 1954 , which incorporated the national security programs of Latin America into the US doctrine . Numerous US institutions such as the National Security Council , DOD , Agency for International Development , CIA and the Foreign Operations Administration were involved in the implementation of the goals. As a result, at the suggestion of John F. Kennedy and a resolution of the joint conference in 1962, Cuba was excluded from the IADB. Canada joined the organization in 2002.

In 1962 , the Inter-American Defense College (IADC) was founded in Fort Lesley J. McNair , Washington DC for training purposes . In an 11-month program, veterans and government representatives of the participating countries are trained here.

The executive director of the IADB from 1975 to 1978, General Gordon Sumner, was vehemently against the return of the Panama Canal by Jimmy Carter . The dispute later led to the US invasion of Panama (1989).

IADB has awarded the " Inter-American Defense Board Medal " since 1945 to employees and graduates of college courses, similar to the NATO medal .
