From 1986 to 1996 she was a district council member in Braunschweig and from 1991 to 2006 a member of the city council of Braunschweig. In addition, between 1996 and 2006 she was a member of the association assembly of the Braunschweig area . Adolf Hitler's expatriation

In February 2007, on the occasion of a discussion round held on the 75th anniversary of Adolf Hitler's naturalization by the Free State of Braunschweig , she took up the suggestion of two participants to expatriate Hitler posthumously, and the SPD parliamentary group in the Lower Saxony state parliament then "wanted to have a legal check on how the state of Lower Saxony, as the legal successor to the state of Braunschweig, can revoke Hitler's German citizenship". In doing so, Saalmann triggered a debate that went far beyond Germany about the historical sense of such a proposal. She herself regards it as “well meant” and a “symbolic step”, but now admits that she was “naive” to demand such things and would prefer to “undo everything”. Saalmann, however, is not the first to call for Hitler's expatriation.
