Júlio Vieira Diogo

Júlio Vieira Diogo (born November 12, 1893 in Bagé , Rio Grande do Sul ; † unknown) was a Brazilian politician and diplomat .

Life

Júlio Vieira Diogo studied dentistry . He was a member of the state party Partido Republicano Liberal do Rio Grande do Sul . From 1935 to 1937 he sat with eight other doctors in the Câmara dos Deputados , the legislative assembly of Rio Grande do Sul . He was critical of hygiene and was offered a career in the foreign service by Oswaldo Aranha . On December 1, 1938, he was appointed to the Trade Council in Pretoria and joined the Foreign Office on December 3, 1938, where he was employed until January 8, 1939. On January 8, 1939, he traveled to Pretoria, where he received exequatur on March 2, 1939 as consul general and trade representative. From September 17, 1939 to January 30, 1940 he was instructed in Rio de Janeiro .

After Italy entered the Second World War, Brazil was a protecting power for Italy in South Africa. In this capacity, Vieira Diogo visited the Campo di internamento di Zonderwater in July and October 1941 .

Vieira Diogo tried to promote the export of Brazilian products to South Africa. This export was favored by the failure of European producers during the war. In Brazil, industry, particularly in the textile and chemical sectors, developed faster than in South Africa. In a memorandum from March 1943, he states that today it is possible for Brazilian producers, provided they have transport capacity, to sell almost anything at profitable prices in South Africa. He emphasizes the peculiarity of this war economy and explains that after the war, aid must be provided in order to rebuild a healthy and prosperous African market. There is a demand for Brazilian products depending on easy, cheap, fast transportation and competitive prices. Therefore the trade offensive for the post-war period must now be started. This includes fast ship freight connections with adjusted freight costs and a pricing policy that undercuts the competition. He proposes the establishment of a foreign trade agency for quality control and foreign trade promotion.

He had personal contact with Douglas David Forsyth and was able to convince Jan Christiaan Smuts in 1943 to set up a consulate general in Rio de Janeiro, for which Frans du Plessis received an exequatur in November 1943.

On August 2, 1945, Vieira Diogo received Exequatur as consul general in Miami .
