Jakob Rudolf Pauly (born December 1, 1877 in Cochem ; † April 2, 1956 ibid) was a German businessman (viticulture and wine trade), politician and honorary mayor of the city of Cochem.

Jakob Rudolf Pauly was a son of Jacob Rudolph Pauly and his wife Anna Maria, geb. Lenz (born March 8, 1857) from Cochem. After the proclamation of the Rhenish Republic in October 1923 by Hans Adam Dorten and Josef Friedrich Matthes, Pauly was the leader of the separatists in Cochem. On October 22, 1923, after the occupation by separatists and against the resistance of the population , the green-red-white Cisrhenan flag was hoisted at the town hall of Cochem and, due to an unfortunate circumstance, the railway worker Jakob Wirtz was shot on October 24, 1923. however, Pauly's last attempt to proclaim the Rhenish Republic on October 30, 1923 in Cochem failed.

Mayor of Cochem

Pauly had been chairman of the winegrowing farm “Untermosel” since the end of the First World War and after the Second World War he entered the local political life of the CDU in Cochem in 1945 . First he became a member of the city council, then the French military government appointed him as the first honorary mayor of the city of Cochem at the beginning of October 1946. The official swearing-in took place on October 7, 1946. One of his most important tasks as first mayor after the end of World War II was the restoration of public life and the largely destroyed city of Cochem. The first buildings to be repaired were the destroyed west and north wing of the district building, the district court, the post office, the viticulture school in Cond , the town hall, the gym, the state district treasury and the Realprogymnasium (formerly the castle hotel). The Franziskus Hospital on the Klosterberg, the parish church of St. Martin in the city center and the Moselle bridge also had to be rebuilt.

On December 1, 1948, Pauly had an accident while on a business trip with his passenger car and suffered physical injuries, so that his official duties had to be temporarily taken over by the first alderman of the city of Cochem. In March 1949, Pauly was sworn in after his re-election for his second term of office, although, as he himself said: ... the renewed appointment was refused, but his election was finally accepted because, with one exception, it was decided by the city council. He said he wanted to continue to represent the good of the city in the future to the best of his ability, with confidence in God and in the good spiritual condition in which he found himself. The swearing-in and introduction was carried out by the representative of the state government, the deputy district administrator Joseph Herlet in the presence of the city council and the representatives of the French military government, the district delegate Cambournac and his representative Dasclaux. Due to injuries caused by the accident at work the previous year, Pauly had to give up his office as mayor on May 24, 1949. His successor was Ferdinand Hillebrand , who took over the official business as the new mayor of the city of Cochem on November 29, 1949.

Jakob Rudolf Pauly was a CDU member in the district committee from December 14, 1948 until November 1952. On April 4, 1956, the former mayor died at the age of 78 and was buried with great sympathy from the population in Cochem.

Jakob Rudolf Pauly acquired a house on Moselpromenade 57 in Cochem in 1930, as well as a plot of land behind it at Oberer Weg 9 with the columbarium on it . He acquired the tower with his crowning dunning hand, often incorrectly referred to as the “oath hand”, from the London- based sculptor Theodor Friedrichs (born April 2, 1870), the second eldest son of the gold digger Carl Joseph Friedrichs (1831-1916) , who was born in Cond. .
