Ángel Javier Velásquez Quesquén (born March 12, 1960 in Eten District , Lambayeque ) is a Peruvian politician . From July 12, 2009 to September 12, 2010, he was Prime Minister of Peru .

Qusquén first attended elementary school ( Primário ) N ° 250 followed by a visit to secondary school ( Secundario ) Nicolás La Torre . He studied law at the Pontifical Catholic University of Peru , graduating with a master's degree in constitutional law. Finally , he received his doctorate in law and political science from the Universidad Nacional Mayor de San Marcos . After teaching in particular at the Universidad de San Martín de Porres , he took over a professorship as a lawyer at the Universidad Nacional Pedro Ruiz Gallo in Chiclayo .

Political career

At the age of 20 he became a member of the Alianza Popular Revolucionaria Americana ( APRA ) on May 19, 1980 . In 1986 he assumed political responsibility for the first time as Secretary General of the Student Council of the APRA at the University of Lambayeque. Six years later, in 1992, he became Secretary General of Lambayeque . On December 12, 1994, he was caught in a shooting with members of the Shining Path in Chiclayo , in which he was shot in the leg. One of his bodyguards died in the attack. In 1995 he was first elected to the Peruvian Congress for the period 1995 to 2000 . He first worked on a commission that was responsible for finance, labor and social security. This was followed by re-election, with clear gains in votes for the period 2001 to 2006. For four years he acted as President of the Commission for Finance and Budget Planning. Finally, in 2006, he was elected to Congress for the third time, again with a win. During this time he became parliamentary group chairman of the ARPA (Célula Parlamentaria Aprista) from 2006 and 2007 and also a permanent member of commissions and executive advisory board in the areas of finance and budget, justice and human rights, as well as constitution and ordinances. From 2007 to 2008 he was elected chairman of the Commission for the Constitution and Regulations. Eventually he became President of the Peruvian Congress between 2008 and 2009. Numerous important laws were passed under his leadership. Among other things, he worked on a law for the compulsory insurance of all citizens, a law for the development of tourism and the promotion of investments in tourist infrastructure, a law for more stringent penalties for violence in the family (up to 15 years). On July 12, 2009, Alan García Velásquez installed Quesquén as Prime Minister, as his predecessor, Yehude Simon, on July 9, 2009 , drew conclusions from the bloody Indio unrest surrounding their leader Alberto Pizango . On September 12, 2010, Velásquez resigned from office as part of a major reshuffle of President García’s cabinet. Velásquez wants to run as a candidate for the office of president of the APRA, because Alan García is not allowed to run for election in 2011 according to the Peruvian constitution. His resignation from the office of prime minister took place because all ministers in Congress have to resign by October 2010 if they want to run for a seat in Congress or other office in the general election in 2011. Velásquez Quesquén was replaced by the former Minister of Education, José Antonio Chang .
