Jean Coene

Jean Coene (* 1938 ) is a former Belgian diplomat .

Life

In 1971 Jean Coene was Counselor in the Representation of the Belgian Government to UNESCO in Paris . In the 1970s, Coene was in the Democratic Republic of the Congo and acquired a knife and spear from the Cuba Federation that was made around 1880. The artifacts went to the Stanford University museum .

From September 26, 1991 to October 20, 1994, Jean Coene was the Belgian ambassador in Kinshasa . In December 1992, a constituent assembly met in Kinshasa, which confirmed Étienne Tshisekedi as prime minister. This was not recognized by Mobutu Sese Seko . He convened the Haut Conseil de la Republique (HCR). Laurent Monsengwo Pasinya became the spokesman for the HCR. On January 15, 1993, the HCR accused Mobutu of high treason for blocking state functions at all levels. Mobutu ruled from Gbadolite by presidential decrees. At the end of January 1993, Mobutu paid out 5 million (Mobutu; Leopard; Factory) new five million Zaire banknotes printed since October 1, 1992, to pay off the army. The cabinet declared the new banknotes invalid, whereupon the army marauded. Mobutu had the uprisings put down by a Division Spéciale Présidentielle (DSP), with around 1,000 people being shot on January 28, 1993, including the French ambassador Philippe Bernard . Jean Coene tried unsuccessfully on January 29, 1993 to speak to Étienne Tshisekedi. On Saturday, January 30, 1993, around 300 Belgians crossed the Ruzizi near Kamanyola to Rwanda .

Patrick Matagne and Bruno Van Outrin, police attachés at the Belgian embassy in Kinshasa, were accused of buying Zairean army uniforms. You were detained April 14-16, 1993. Coene was appointed to the State Department on April 19, 1993, where he was given a note declaring the two to be persona non grata .

On June 12, 1993, Mobutu received Coene for a four-hour conversation.
