Yevgeny Nikolajewitsch Sinitschew ( Russian Евгений Николаевич Зиничев ; born August 18, 1966 in Leningrad ; † September 8, 2021 in Norilsk ) was a Russian secret service employee and from July 28 to October 6, 2016 governor of Kaliningrad Oblast . In early November 2016, it became known that Zinichev had been appointed deputy director of the Russian secret service FSB . On May 18, 2018, he became Minister for Civil Protection in the second government of Prime Minister Dmitry Medvedev .

Life

Yevgeny Zinichev studied at the State University of Economics and Finance in Saint Petersburg . From 1984 to 1986 he did his military service in the Soviet Army . In 1987 he became an employee of the KGB . After the collapse of the Soviet Union , he was later employed in the headquarters of the FSB . From 2006 to 2015 he worked as a security guard at the FSO and accompanied a.o. Russian President or Prime Minister Vladimir Putin on business trips. In 2013 he graduated from the Military Academy of the General Staff of the Russian Armed Forces . In 2015 he became head of the FSB in Kaliningrad Oblast. In 2016, President Vladimir Putin appointed him as the successor to Nikolai Zukanov as governor of Kaliningrad Oblast for around two months. Apparently it only served as a placeholder; its inaugural press conference lasted only 49 seconds.

On May 28, 2018, Sinichev was admitted to the Security Council of the Russian Federation as a non-permanent member by decree of the Russian President .

Sinichev died during a two-day exercise in the Russian Arctic that involved more than 6,000 people in Norilsk and several other cities. He was on a rock in Norilsk with the director and cameraman Alexander Melnik when the cameraman slipped and fell into a body of water. Sinichev jumped after the cameraman to save him. He hit a rock while jumping and died. Alexander Melnik, too, could only be recovered dead.

Yevgeny Sinichev was married, father of one son and grandfather of three.
