Joaquín Zenteno Anaya married Leonor Sejas Sierra. From November 5, 1964 to August 6, 1966 he was Foreign Minister in the René Barrientos Ortuño government . As such, he concluded a social agreement with the Francisco Franco regime in February 1966 .

From 1967 to 1968 he was in command of the Octava Division Del Ejercito-Bolivia (8th Army Division) which had its garrison in Vallegrande in the Santa Cruz Department . From October 5, 1973 to May 11, 1976 he was ambassador to Paris . While unlocking his blue limousine in a parking lot near the Pont de Bir-Hakeim, he was shot three times in the head and back by two men in sunglasses with a 7.65 mm pistol . A Maoist International Brigade, Ernesto 'Che' Guevara , claimed the act as revenge for Zenteno's participation in the fight against the guerrilla de Ñancahuazú .

On June 11, 1976, El País reported that Zenteno Anaya came to Paris after he had resigned as commander in chief of the Bolivian army in protest because Colonel Andrés Selich Chop (* December 8, 1927 in La Paz; † May 15, 1973 ibid ) had not survived the torture in the house of his successor as Minister of the Interior, Alfredo Arce Carpio (born March 19, 1941, † February 10, 2001). Selich Chop had been suspected by Hugo Banzer Suárez of preparing a coup and fell out of favor. The von Banzer regime spread that he fell down a flight of stairs with his hands tied. His autopsy found death from blows to vital organs.
