Johan Cappelen

Johan Cappelen (born February 25, 1889 in Skogn , Fylke Nord-Trøndelag , † October 18, 1947 ) was a Norwegian lawyer and politician of the Høyre , the mayor of Trondheim , two times government president ( Fylkesmann ) of the province of Sør-Trøndelag . Cappelen was also the Minister of Justice of Norway for a few months.

Life

After attending school, Cappelen completed a law degree and after graduating as Candidatus juris (Cand. Jur.) Settled as a lawyer in Trondheim. In 1922 he was admitted to the bar at the Supreme Court of Norway (Norges Høyesterett) .

In 1931 he succeeded Andreas Moe as mayor of Trondheim and held this office until 1934. He was succeeded in 1935 by Harald Pedersen . In September 1940 he succeeded Odd Klingenberg for the first time as District President (Fylkesmann) of the Province of Sør-Trøndelag, but lost this position in October 1940 after the German occupation of Norway by the Weser Exercise company . In the following years belonged to the leading figures of the resistance movement in Trondheim and was arrested because of these activities in 1943 by Untersturmführer Henry Rinnan , the commander of the SD - special department Lola . After spending some time with numerous other political prisoners in the Grini Police Detention Center , because of his health he was transferred to a hospital, where he continued his illegal work in the resistance.

After the formation of the all-party government (Samlingsregjeringen) by Prime Minister Einar Gerhardsen von der Arbeiderpartiet on July 25, 1945, he was appointed as Minister of Justice ( Justice Minister ) in its first government and was a member of this first government in Norway in the post-war period until November 5, 1945.

He then took over his previous position as Fylkesmann des Fylke Sør-Trøndelag and held this position until his death on October 18, 1947. He was succeeded by Ivar Skjånes .
