biography

Steger trained as a merchant and ran an iron shop in Lichtensteig. From 1825 to 1833 he served as district clerk, from 1834 to 1844 as district administrator of Neutoggenburg . He was then judge of cassation until 1848 and cantonal judge from 1849 to 1855 . From 1858 to 1871 he again held the office of district administrator.

Steger's political career in 1831 began with the election to the local council of Lichtensteig, where he remained for two years. From 1846 to 1848 he was a member of the Grand Council of the Canton of St. Gallen . His political views were moderately liberal. During the Sonderbund War in November 1847, on behalf of the cantonal government, he investigated a mutiny of troops in the lake district who revolted against the violent dissolution of the Sonderbund . Steger ran in October 1848 in the first national council elections and was elected in the constituency of St. Gallen-West ; three years later he waived re-election.
