Gusmão was involved in party politics for a longer period of time with the Portuguese Communists before he later switched to the Bloco de Esquerda party, which was founded in the 1990s . In the meantime, Gusmão was a member of the Political Commission of the Bloco de Esquerda.

In the course of the parliamentary elections in 2009 , he won a mandate for the XI for the Bloco des Esquerda in the constituency of Santarém. Portuguese Parliament. In the legislature, which ended in 2011 due to the resignation of Prime Minister Sócrates, Gusmão held the deputy chairmanship of the Parliament's Finance Committee.

After the Bloco de Esquerda suffered heavy losses in the 2011 parliamentary elections , and Gusmão did not win a mandate, he moved to Brussels to work there until 2018 as an assistant to the Portuguese MEPs Miguel Portas and Marisa Matias (both Bloco des Esquerda) work. He also supported Marisa Matias not only in her role as a MEP, but also in the context of her candidacy for President 2016. Gusmão had not reported parts of these activities to the European Parliament, which, after a complaint, led to an investigation into unauthorized secondary employment.
