General election in Portugal 2009
In the parliamentary elections in Portugal in 2009 on September 27, 2009, around 9.34 million Portuguese at home and abroad were called upon to redefine the 230 seats in the Assembleia da República, making Portugal the 18th constitutional government after 1976 . The election was won by the socialists with a clear lead over the conservative social democrats , and the left-wing bloc recorded large increases in votes .
The election took place at the regular end of the previous four-year legislative period. From 2005 to 2009 the Socialist Party (PS) ruled with an absolute majority under the leadership of José Sócrates . At the beginning of the official election campaign on September 12, 2009, opinion polls saw a head-to-head race between the socialists and the largest opposition party, the Social Democrats (PSD) , but the election is expected to be a victory for the socialists. A strong increase in votes for the Bloco de Esquerda (BE) is expected among the smaller parties . A total of 13 parties and two list connections were available for election.
The main focus of the election campaign was the effects of the global economic and financial crisis as well as the construction of new infrastructure projects, including the high-speed train connection Lisbon-Madrid and Lisbon-Porto-Vigo as well as the new Lisbon airport.
Final result
Of a total of around 9.34 million Portuguese who are eligible to vote, 5,658,495 took part in the proportional representation vote. A party list was elected in each of the 22 electoral districts, which are made up of all Portuguese districts , the Azores , the island group around Madeira and one voting district each for other European countries and non-European countries. There is no threshold clause in Portugal , the mandates are awarded according to the Hare-Niemeyer procedure .
Compared with the parliamentary elections in 2005, the PS lost a lot of votes, but was still able to maintain itself as the party with the most votes. The PSD gained only marginally, and the Social Democrats were generally seen as losers in the election. The four small parties represented in parliament, CDS-PP, BE, PEV and PCP, also gained votes at the expense of the other parties. Meanwhile, voter turnout of 60.54 percent reached the lowest level in Portuguese parliamentary elections since the Carnation Revolution in 1974.

1 The Coligação Democrática Unitaria is a list of the PCP and PEV, which also appeared together in the election campaign. Broken down, the PCP received twelve mandates and the PEV two.
