General election in Portugal 1999
The Portuguese parliamentary elections on October 10, 1999 were held after the normal expiry of the General Assembly mandate. They led to a minority government of the Socialist Party, which only lacked one MP for a majority. As a result of the election, António Guterres was again Prime Minister under the President of the Republic of Jorge Sampaio . In the election, 5,415,102 votes were cast, which corresponds to a turnout of 61.09%.
Electoral system
The seats in each constituency are divided according to d`Hondt's maximum number method, the largest proportional representation (PR), which was conceived by the Belgian mathematician Victor d'Hondt in 1899. Although there is no legal limit on participation in the allocation of seats in the National Assembly, the application of the d' Hondt procedure introduces a de facto threshold at the constituency level.

As a result, the Guterres II cabinet under Prime Minister António Guterres began work on October 25, 1999 .
