Parliamentary election in Portugal 1995

The Portuguese parliamentary elections took place on October 1, 1995, following the normal expiry of the General Assembly's mandate. They led to a minority government of the Socialist Party, which came back to power after 10 years of the PSD government of Cavaco Silva . As a result of the election, António Guterres was nominated as Prime Minister by the President of the Republic of Mário Soares . The turnout in this election was 66.3%
Electoral system
The seats in each constituency are divided according to the largest average method of proportional representation (PR), conceived by the Belgian mathematician Victor d'Hondt in 1899. Although there is no statutory limit on participation in the allocation of seats in the National Assembly, the application of the d' Hondt procedure creates a de facto threshold at the constituency level.

As a result, on October 28, 1995, the Guterres I cabinet under Prime Minister António Guterres began work.
