José Miguel Insulza Salinas (born June 2, 1943 in Santiago de Chile ) is a Chilean politician .

Insulza studied law and political science at the Universidad de Chile , the Facultad Latinoamericana de Ciencias Sociales and the University of Michigan . He then worked as a lecturer at the Pontificia Universidad Católica de Chile , Universidad Central de Chile and Universidad de Chile.

At the beginning of the 1970s he was involved in the Unidad Popular under the direction of Salvador Allende . From 1972 he worked in the Foreign Ministry. When Augusto Pinochet's military coup took place on September 11, 1973 , Insulza was abroad and was not allowed to enter Chile. He was in exile in Rome until 1981 and then moved to Mexico, where he taught at the Universidad Nacional Autónoma de México and the Universidad Iberoamericana , among others .

After the transition began in Chile , he returned to Chile and worked in the Foreign Ministry. In September 1994 he took over the post of Foreign Minister, which he held until June 1999. From then on he was Minister of the Secretaría General de la Presidencia de Chile until March 2000 , then Chilean Minister of the Interior until May 2005. On May 26, 2005, he assumed the post of Secretary General of the Organization of American States , for which he was re-elected in March 2010. In 2015 he was replaced by Luis Almagro .
