Julius Illing

Julius William Illing (born September 20, 1816 in Bromberg , † September 27, 1893 in Charlottenburg ) was a German administrative lawyer and author of administrative manuals.

Life

Illing studied law at the University of Bonn , where he was active in the Corps Saxonia from 1836 to 1839 . After completing his studies, he entered the Prussian administrative service and in 1844 became district administrator of the Mogilno district . From 1850 he worked for the governments in Koblenz , Düsseldorf and Arnsberg as a government and senior government councilor and chairman of the Spruckollegium for agricultural affairs.

Illing was very interested in music and in 1851 took over the chairmanship of the administrative committee of the Allgemeine Musikverein in Düsseldorf, which dealt in particular with the organization of the Lower Rhine music festivals. In this way he came into contact with Robert Schumann and other musicians.

In 1873 he became a lecturer in the Ministry of the Interior and a part-time member of the Disciplinary Court for non-judicial officials. His most important field of work was the Prussian prison system. He was responsible for raising the status of prison officials, in particular for improving the situation of sub-officials by building official housing and increasing their income. At his suggestion, the law on the placement of neglected children was passed in 1878 , on the basis of which over 18,000 children were admitted to nursing homes by the beginning of the 1890s. The establishment of day nurseries in Berlin can also be traced back to him. Illing represented the Prussian government at international prison congresses in Stuttgart, Stockholm and St. Petersburg. He was also involved in military matters. He was the author of the new examination regulations for admission to one-year voluntary service. He retired on June 1, 1892.

In 1875 Illing was chairman of the negotiations on the draft of a common constitution for the German war clubs . The German War Association made him an honorary member in 1882.
