The Jura question or the Jura conflict is a political dispute in Switzerland that deals with the political independence of the Jura region from the canton of Bern . In 1978 the people of the northern Jura decided to become independent as the Canton of Jura . Because the Bernese Jura decided to stay with Bern, the topic remained topical. The Inter-Jurassic Assembly was founded in 1994 to develop further solutions .

The movement came from French-speaking separatists from the Jura, which belonged to the canton of Bern. The population in the north of the canton of Bern is predominantly Roman Catholic as a result of its long historical membership in the Principality of Basel and felt discriminated against in both linguistic and religious terms. Not only was the Bern government against a separation of the North from the South Jura, the Reformed French-speaking and German-speaking minorities in the North Jura were also against and thought that the Canton of Bern represented their views better. Only 40 years after the beginning of this separation movement, on September 24, 1978, did the Swiss people say “yes” to the creation of the canton of Jura in a referendum , which became the 23rd canton of Switzerland without changing the outer borders. Some actions, especially by the pro-Jurassic youth group « Béliers », clearly had terrorist aspects.

The canton of Jura emerged from the administrative districts of Delsberg , Ajoie and Freiberge . Many Jurassians and the Jurassic government are still demanding that the remaining French-speaking districts of the Canton of Bern join the Canton of Jura. These administrative districts, i.e. Courtelary , Moutier and La Neuveville , which today form the administrative district of Bernese Jura , always spoke out against a change. One problem with a merger of the Bernese Jura with the canton of Jura is the status of the bilingual city of Biel , which would become the only area with a French-speaking minority (40 percent of the population) in the canton of Bern and would lose its connection to the French-speaking hinterland through the merger .

For the last time so far, the Bernese Jura and the canton of Jura voted on a merger to form a new canton on November 24, 2013 . The bill was clearly accepted in the canton of Jura, but just as clearly rejected in the Bernese Jura. Votes then took place on a possible change of canton in individual municipalities that so wished. On June 18, 2017, after a referendum , the Bernese municipality of Moutier decided to move to the canton of Jura. The two municipalities of Belprahon (with 51.5% no) and Sorvilier (with 66.1% no) spoke out against changing cantons on September 17, 2017. On November 5, 2018, the governor of the Bernese Jura canceled the vote in Moutier after complaints were made about irregularities. The municipality of Moutier did not move the judgment further, but wants to repeat the vote in June 2020.
