The JVA Oldenburg is a correctional facility in Oldenburg (Oldenburg) , Lower Saxony . It was put into operation in 2001 and has 437 prison places.

The structure of the Oldenburg correctional facility is characterized by the fact that the prisoners get from the prison houses to the factories and the school via a central traffic axis and do not have to leave the building. All entrances to the building lead through personally guarded security gates. The individual prison departments are structurally separated from each other, so that a spatial separation of the prisoners and thus a differentiation during the sentence is made possible.

There are no bars inside the institution. All doors and windows within the walls are safety glass elements so that a good overview is guaranteed. Grills are only on the outside windows of the building. All areas of the institution - except for the cells - are monitored by cameras.

The correctional facilities Sehnde (reference year 2004) and Rosdorf (reference year 2007) were built in the same way in Lower Saxony, based on the model of the JVA Oldenburg .

Jurisdiction / Enforcement Plan

The JVA Oldenburg with its two external departments has a total of 412 detention places. 122 detainees can be placed in pre- trial detention and 126 detainees in criminal detention at the main facility. 30 inmates can be accommodated in the transport station, 6 in the medical department and 10 in the security ward. Due to the high security standards, criminals are also detained here with long prison sentences. Since 2014, the JVA Oldenburg has for the first time had its own responsibility for prisoners, especially those from the Oldenburg District Court district , so that prisoners are accompanied by the prison from pre-trial detention to their release from prison. Since August 1, 2017, the JVA Oldenburg has also had a department with a psychiatric focus with 21 prison places. The additional responsibility results from the instruction and enforcement plan for the state of Lower Saxony.

The departments in Wilhelmshaven and Nordenham

The departments of the open prison in Wilhelmshaven (51 prison places) and Nordenham (46 prison places, six of them for women) prepare prisoners, who are suitable for detention, for their release.

Both departments offer the detainees a place of work in which they can work during the day. In addition, there is a wide range of educational and leisure opportunities. After a thorough examination and determined suitability of the prisoners, they can receive up to 30 hours of regular output per month. If aptitude has been determined, prisoners can take part in an activity subject to social insurance contributions during the day in order to return to the open prison after work.

The Wilhelmshaven Enforcement Museum has been located on the site in Wilhelmshaven since 2008 . In December 2011 a support association was founded with the aim of preserving and, if necessary, expanding the collection of the history of execution in the former air raid shelter on the grounds of the prison in Wilhelmshaven. The museum is only open a few days a year and by appointment. In addition, various cultural events such as readings and smaller concerts have been taking place since 2012.

Accommodation of the detainees

First of all, the prisoners on remand are housed separately from the prisoners. All prisoners have prison sections for those who go to work regularly. The non-workers are housed separately.

There is an admission department for prisoners on remand and one for prisoners with an orderly admission procedure for planning the measures and facilitating the first time in detention. There is a department for participants in educational measures, a department for prisoners with so-called "functional posts" (e.g. kitchen workers), a sick bay and a ward for preparation for open execution, discharge or the start of therapy.

If prisoners are found to be suitable for open execution, they are transferred to the Wilhelmshaven or Nordenham departments.

The KPVO eV promotes the reintegration of prisoners and released prisoners into society. Appropriate measures and projects are implemented, taking into account scientifically developed criminological recidivism factors, whereby the causes of the delinquency can be counteracted.

Recreational sports club Nevertheless

In 1988, the recreational sports club of the JVA Oldenburg was founded to promote sport in the JVA; for both the servants and the detainees. In addition to the establishment of various sports groups, tournaments, competitions and events were organized, as well as material and financial support. The highlights so far have been winning the German volleyball championship for prison staff in Iserlohn in 2006 and 2008 in Oldenburg, as well as the team victory of the runners at the German forest running championships in Kiel in 2007. Volleyball, soccer and running are the preferred sports that the prison staff in Oldenburg regularly do in their free time. In 2005, 2007 and 2017 the prisoners became Lower Saxony champions in football.

A sports and summer festival is held every year, as well as the Oldenburg JVA Marathon, which has existed since 2008. The club members organize the tournaments and celebrations, donate trophies or prizes and acquire new sports equipment.
