The Bremervörde correctional facility is the first partially privatized correctional facility in Lower Saxony. The contractor, BAM PPP JVA Bremervörde Projektgesellschaft mbH, a company of the Royal BAM Group as well as the group companies BAM Deutschland AG and BAM Immobilien-Dienstleistungen GmbH, also provided the planning, construction, financing and parts of the operation of the prison Bremervörde as part of a public-private partnership .

In order to implement the public-private partnership, various individual contracts were concluded between the state of Lower Saxony and the BAM PPP JVA Bremervörde Projektgesellschaft mbH, among other things, which have a direct economic and legal connection. The total investment volume for the operating phase in the period from January 2013 to December 2037 is around EUR 286 million.

The state of Lower Saxony, represented by the management of the JVA Bremervörde and its employees, is responsible for maintaining the security of the penal system in all areas of the JVA Bremervörde. For this purpose, all sovereign tasks are carried out by state employees and have overall responsibility for the execution in the Bremervörde prison. A total of 145 employees currently work in the JVA Bremervörde (as of May 21, 2013), of which 84 are employees of the state of Lower Saxony and 61 employees of the private partner.

Occupancy

The prison Bremervörde is an institution of the closed full train for adult male prisoners 180 seats, a division of the open full train for male adult prisoners seating 30 and a department for examination prisoner with 90 seats. According to the enforcement plan , the JVA Bremervörde is responsible for 15 AG districts in Lower Saxony. In detail, these are: (As of May 1, 2013)

• for the criminal detention the district court districts Achim, Brake, Bremervörde , Buxtehude , Cuxhaven , Delmenhorst , Langen, Nordenham , Osterholz-Scharmbeck , Otterndorf , Rotenburg (Wümme) , Stade , Syke , Verden and Zeven
• for pre-trial detention the district court districts Bremervörde, Buxtehude, Cuxhaven, Delmenhorst, Langen, Nordenham, Osterholz-Scharmbeck, Otterndorf, Rotenburg / Wümme, Stade and Zeven
• for open enforcement the district court districts Achim, Bremervörde, Cuxhaven, Langen, Osterholz-Scharmbeck, Otterndorf, Rotenburg / Wümme, Stade and Zeven

The following custodial sentences are carried out in the JVA Bremervörde:

• Execution of the early FS for male adult prisoners (regular execution) with a duration of up to five years.
• Admission of prisoners who have been relieved from the open prison for lack of suitability.
• According to the enforcement plan, there is no responsibility for the open enforcement department. The briefing takes place directly via the assignment or later via the execution plan update after probation.
