Before his re-election in 2004 , Vladimir Putin announced that the cabinet would be downsized and made up of:

- Deputy Prime Minister: Alexander Zhukov
- Economic development and trade: Herman Gref
- Industry, energy and construction: Viktor Khristenko
- Exterior: Sergei Lavrov
- Inside: Raschid Nurgalijew
- Defense: Sergei Ivanov
- Finances: Alexei Kudrin
- Transport and communication: Igor Levitin
- Raw materials: Yuri Trutnew
- Justice: Yuri Chaika
- Civil Defense: Sergei Shoigu
- Work and Health: Mikhail Zurabow
- Education and Science: Andrei Fursenko
- Culture and media: Alexander Sokolow
- Agriculture: Alexei Gordejew
- Head of the government apparatus : Dmitri Kosak
