The Prime Minister of Russia is the Chairman of the Government of the Russian Federation . The official title according to Section 24 of the Federal Constitutional Law "On the Government of the Russian Federation" of April 11, 1997 is Chairman of the Government of the Russian Federation ( Russian Председатель Правительства Российской Федерации ). In Russia, the shorter term Prime Minister (Russian премьер-министр ) is usually used unofficially . The current prime minister is Mikhail Mishustin .

The Prime Minister of Russia appoints the ministers of the Russian Federation, several of whom are his deputies, and heads the Cabinet . It is in the political system of Russia , although the executive front, the key ministries are however directly to the President of Russia subordinate.

choice

A candidate for the post of Prime Minister (Prime Minister) is proposed by the President of Russia . The Duma , the Russian parliament, then votes on the candidate.

In the event that Parliament rejects the candidate proposed by the President three times, the President has the right to dissolve Parliament. He also has this right if he suggests the same person three times. However, the Duma has never been dissolved after a failed candidacy. Only in 1998 she rejected Viktor Chernomyrdin in two ballots as Prime Minister, whereupon the then President Boris Yeltsin decided not to vote a third time on Chernomyrdin and instead suggested the ultimately confirmed Yevgeny Primakov .

Representation of the President

If the incumbent Russian president is unable to carry out his duties due to serious illness, if he dies or resigns, his official duties are taken over by the prime minister. In the recent history of Russia this happened twice:

  • from November 5, 1996 (7:00 a.m. Moscow time ) to November 6, 1996 (6:00 a.m. Moscow time): When Russian President Boris Yeltsin was operated on, Viktor Chernomyrdin took his place.
  • December 31, 1999 to May 7, 2000: Following the resignation of President Yeltsin exercised Vladimir Putin whose office temporarily as acting out.
