Arkadi Wladimirowitsch Dworkowitsch ( Russian Аркадий Владимирович Дворкович ; born March 26, 1972 in Moscow ) is a Russian liberal economist and politician. From May 2008 to May 2012 he was one of five personal advisers to the President of the Russian Federation . From May 2012 to 2018 he was one of the Deputy Prime Ministers in the Government of the Russian Federation . His father Vladimir Jakowlewitsch Dworkowitsch ( Russian Владимир Яковлевич Дворкович ) (1937-2005) was an internationally known chess referee . Dvorkovich has been President of the World Chess Federation FIDE since October 2018 . Since 2017 he has also been a member of the supervisory board of the Russian state financial institution Rosselchosbank ( Russian Россельхозбанк , German Agricultural Bank).

Life

Arkady Dvorkovich attended high school 444 in Moscow. He graduated from Lomonosov University in 1994 in economic cybernetics and in 1996 as a first-year graduate of Moscow's New Economic School in economics. He graduated in 1997 with a master's degree in economics from Duke University in Durham (North Carolina) , one of the most renowned US universities.

Dvorkovich is a specialist in regulating the economy, financial management and tax planning. The New York magazine BusinessWeek named him in 2003 in the list of the 50 most important politicians in the world. Arkadi Dvorkovich speaks fluent English and German.

In October 2016, following the power struggle over Bashneft, there was talk of reshuffling the cabinet and Dvorkovich's resignation there; a possible chief position for Dvorkovich would be the Russian State Railways .

On May 19, 2008 Dvorkovich was sent by Dmitri Medvedev as chief negotiator of the Russian President to the G-8 summit in Tōyako . At the G8 summit in Camp David in 2012 , Dvorkovich announced that the Russian government would oppose the adoption of unbalanced G8 declarations on dealing with Iran's nuclear program and the uprising in Syria , which could then play the role of a preliminary decision in the UN Security Council .

During the WEF in Davos in 2018, he declared that there were no more oligarchs in Russia , only state-serving entrepreneurs.

Sporting commitment

From 2006 to 2009 Dvorkovich was on the board of the Russian Football Union, where he was in charge of youth development. He was the head of organizing the 2018 World Cup .

From 2007 Dvorkovich was initially Vice-President, from 2010 to 2014 Chairman of the Supervisory Board of the Russian National Chess Federation and as such was responsible for the development of chess youth and for the general promotion of chess in Russia. Chess is highly political in Russia. During the election to the President of FIDE , diplomats, bank and corporate managers were appointed, who on the one hand promised money, on the other hand threatened political pressure. Dvorkovich, for his part, promised to cleanse the association of corruption.

Private

Dvorkovich has been married to Sumrud Chandadaschewna Rustamowa ( Russian: Зумруд Хандадашевна Рустамова ), the former Deputy Minister for State Property, who is now on the board of the Russian mining company Polymetall and the Russian Development Bank, since August 2000 . She met Dworkowitsch in early 2000 on a business trip to Tübingen ( Germany ). The marriage produced three sons.
