Mikhail Vladimirovich Mishustin ( Russian Михаил Владимирович Мишустин ; born March 3, 1966 in Lobnja , Moscow Oblast ) is a Russian civil servant and politician ( non-party ). From 2010 to 2020 he was head of the Russian tax authority. He has been Prime Minister of the Russian Federation since January 16, 2020 .

Life

On the mother's side, Mishustin has Armenian roots from the province of Kotayk . On his father's side, Mishustin has Jewish roots. He studied at the Moscow Institute of Machine Tools (Stankin) until 1989 . He later studied economics and received his doctorate on wealth taxation in Russia . He also trained as a system technician and computer specialist.

Since 1992 he has worked for the International Computer Club, a Russian non-governmental organization . At that time he had the task of bringing western information technology to Russia and in 1996 he became chairman of this organization.

From 1999 to 2004 he was Deputy Minister of Taxes and Duties of the Government of the Russian Federation , from 2004 to 2006 head of the Federal Agency for Real Estate Cadastre and from 2006 to 2008 head of the Federal Agency for the Management of Special Economic Zones .

From 2008 to 2010 he was President of the Russian UFG Invest Group , one of the largest Russian private equity funds in which Deutsche Bank has held a 40 percent stake since 2008, which was founded by his former supervisor - ex-head of the tax authority Boris Fyodorov .

Putin proposed Mikhail Mishustin as prime minister (January 2020).

From April 6, 2010 until his appointment as Prime Minister of Russia in 2020, Mishustin was head of the Russian tax authority at the suggestion of the then Deputy Prime Minister and Finance Minister Alexei Leonidowitsch Kudrin . Mishustin subjected his authority to profound reforms. The number of tax audits for companies and business people decreased noticeably, while digitization and the simplification of processes were promoted in parallel . Mishustin is considered to be the man who used the Russian tax identification number - the so-called INN - across the board . As a result of the implemented measures, tax revenues could be increased significantly and the shadow economy reduced. The successes and the technical innovations, which also stand out in international comparison, received attention in Western business media.

After the resignation of Dmitry Medvedev , Russian President Vladimir Putin proposed the technocrat Mishustin as the new Prime Minister of the Russian Federation on January 15, 2020 . On January 16, 2020, he was elected as head of government by the State Duma with 383 votes in favor, no against and 41 abstentions, the latter from the spectrum of the KPRF .

At the end of April 2020, he became infected with the corona virus and went into quarantine.

Corruption allegations

On January 28, 2020, anti-corruption campaign leader Alexei Navalny released the film "Secret Billions of Prime Minister Mishustin" about the alleged corruption of Mikhail Mishustin.

On January 30th, Navalny released another film, "Mishustin is a Thief".

Private

Mischustin is married to Wladlena Mischustina. The couple has three sons. Mishustin is an ice hockey fan, an active player in the amateur ice hockey league "Night Hockey League (NHL)", founded by Putin and well-deserved Russian ice hockey veterans, and has a seat on the supervisory board of the CSKA Moscow ice hockey club .
