In the public justification for his resignation, Fradkov said that he wanted to give Putin more freedom to make decisions in terms of personnel. His successor was Viktor Zubkov determined, who took office on 14 September, 2007.

On October 6, 2007 Fradkow was appointed director of the foreign intelligence service SWR . He is a permanent member of the Security Council of the Russian Federation .

On July 25, 2014, he was placed on the sanctions list of the European Union due to Russian policy in the war in Ukraine since 2014 .
