Cabinet Hara

The Cabinet Hara ( Japanese 原 内閣 , Hara naikaku ) ruled Japan under the leadership of Prime Minister Hara Takashi from September 1918 to November 1921. With the exception of the Army , Navy and Foreign Ministers , it consisted of members of the Rikken Seiyūkai and is therefore the first "Real" party cabinet of Japan viewed.

After the resignation of Prime Minister Terauchi Masatake , the leading advisors of the Tennō saw no alternative to including the bourgeois parties in governance, and the Tennō appointed Hara, party leader of the Rikken Seiyūkai, as prime minister. The cabinet included five members of the Shūgiin , the elected lower house, and two members of the Kizokuin , the mansion. Chief Cabinet Secretary was Takahashi Kōe (Rikken Seiyūkai, Shūgiin, Niigata), head of the Legislative Office Yokota Sennosuke (Rikken Seiyūkai, Shūgiin, Tochigi).

The Shūgiin election on May 10, 1920 , which meant a reduction in the census restriction to 3 yen state tax and at the same time a return to single electoral districts and thus a simple majority vote, gave the Rikken Seiyūkai a clear absolute majority for the first time since the 1912 election.

After the assassination of Hara in 1921, Foreign Minister Uchida temporarily took over the post of Prime Minister before the Tennō appointed Finance Minister Takahashi Korekiyo as his successor on November 13, 1921.
