Saionji II cabinet
The second Saionji cabinet ( Japanese 第 2 次 西 園 寺 内閣 , dai-niji Saionji naikaku ) ruled Japan under the leadership of Prime Minister Saionji Kimmochi from August 30, 1911 to December 21, 1912.
The 2nd cabinet of Prime Minister Katsura Taro had withdrawn after the successful agreement on a new version of the unequal contracts and the conclusion of the proceedings in Taigyaku Jiken . On the recommendation of Katsura, Saionji, chairman of the Rikken Seiyūkai , was appointed as his successor. His cabinet was mainly made up of politicians close to Seiyūkai.
In May 1912, the 11th election to the House of Commons took place, in which the Rikken Seiyūkai was able to expand its strong position and won a clear absolute majority. On July 30, 1912, the deceased Meiji - Tennō , with the accession Yoshihitos began Taisho period .
In December 1912, the start of the Taishō Seihen ("Taishō Coup") led to the resignation of the second Saionji cabinet: It had refused to grant Secretary of the Army Uehara the financing of two additional divisions. Uehara announced his resignation and the army's refusal to nominate a successor led to the resignation of the entire cabinet. Katsura Taro was appointed to succeed Saionji again. The conflict between the army and the cabinet escalated into a public debate about the political system and the power of the military.
