Kamal Hossain ( Bangla : কামাল হোসেন) (born April 20, 1937 in Calcutta , then British India , now India ) is a Bengali lawyer and politician who was instrumental in developing the constitution of Bangladesh.

Life

Kamal Hossain first studied economics at the University of Notre Dame in Indiana (United States) where he obtained a Bachelor of Arts (BA) degree in 1955. He then moved to Oxford University , where he studied law and graduated with a BA (1957), Bachelor of Civil Law (1958) and Doctor of Philosophy (International Law). In 1959 he was admitted to the bar at Lincoln's Inn and to the Dhaka High Court in East Pakistan . After East Pakistan gained independence under the name of "Bangladesh", he was chairman of the committee for the development of an independent constitution for Bangladesh in 1972. In the same year he became a member of the government of his home country, first as Minister of Justice (1972–73), then as Minister for Oil and Minerals (1973–75) and Foreign Minister (1973–75). He was a member of various arbitration tribunals of the International Chamber of Commerce and UNCITRAL . In 2003, Hossain of Malaysia was named as ad hoc judge before the International Tribunal for the Law of the Sea in the dispute with Singapore over land reclamation in and around the Strait of Johor . He also played an analogous role in the dispute over the maritime border between Guyana and Suriname . He is a founding member of Transparency International . From 1999–2003 he was the UN special rapporteur on the human rights situation in Afghanistan.

Hossain has served as Vice President of the International Law Association since 2001 .

In 1992, Kamal Hossain founded the political party Gano Forum in Bangladesh , which, however, was unable to gain any notable political influence in the following decades.
