Carpathian Convention

The Carpathian Convention , formally a framework convention for the protection and sustainable development of the Carpathian Mountains , is a multilateral agreement for the cross-border coordination of protective measures in the Carpathian Mountains . In addition to the goals of environmental and nature protection , the convention also aims to achieve sustainable development of the regional economy and thus an improvement in the quality of life in the Carpathian Mountains. The convention was signed in Kiev on May 22, 2003 and has since been ratified by the Czech Republic, Hungary, Poland, Romania, Serbia, Slovakia and Ukraine. The Carpathian Convention first came into force on January 4, 2006.

history

In 2001, the Ukrainian government contacted the European Regional Office of UNEP and asked for an agreement to be drawn up for the protection of the Carpathian Mountains. In 2002, the Italian Environment Minister and then chairman of the Alpine Convention initiated a cooperation between the Alpine and Carpathian states. Several conferences at ministerial level were organized on this basis. At the fifth ministerial conference, which took place in May 2003 in Kiev, the participating states passed a framework agreement for the protection and sustainable development of the Carpathian Mountains. After all participating states except Poland had signed the convention at this conference, the convention was ratified by the individual states in the course of the following years . From January 4, 2006, the convention gradually came into force in all participating states.

aims

The goals of the Carpathian Convention include the protection and sustainable use of scenic and biological diversity , coordinated spatial planning in border areas, integrated management of water resources and river beds , the promotion of sustainable agriculture and forestry , the development of sustainable transport infrastructure , and the promotion of sustainability Tourism , an increase in environmental awareness in industry and the energy sector , the preservation of cultural heritage and traditional knowledge, monitoring and research into the environment, and programs to promote awareness and knowledge of ecological relationships among the population.

Since the Carpathian Mountains are one of the areas with the largest untouched forest areas in Europe, an agreement for sustainable forest management was signed in 2011 in Bratislava .

Institutions and funding

The implementation of the Carpathian Convention is promoted by the Convention Secretariat. This task is currently carried out by an interim secretariat of the UNEP in Vienna , the so-called Interim Secretariat of the Carpathian Convention (ISCC) . The convention is financed by contributions from the signatory states. In 2011, Slovakia took over the presidency of the states for three years.
