The Association of Statutory Health Insurance Dentists Saxony-Anhalt (KZV LSA) was founded on June 28, 1991 as a corporation under public law (Germany) (Kdö.R.) in Magdeburg . It is the legal association of dentists participating in contract dental care in the state of Saxony-Anhalt . Your tasks result from the legal mandates in the fourth chapter of the fifth book of the Social Security Code (SGB V). Members

Members of the KZV Sachsen-Anhalt are licensed contract dentists with full or partial license as well as employed dentists in dental practices (according to § 32b Zahnärzte-ZV) and in facilities approved for contract dental care. Carrier of public self-administration

The guiding principle of self- government under public law is the performance of state tasks in legally regulated structures by organized and written professions. As a rule, these are tasks that are traditionally not inherent in state action due to their special nature, but are subject to state supervision because of their importance for the common good. The KZV Sachsen-Anhalt is bound by the requirements of the fifth social code (SGB V). It is subject to the legal supervision of the Ministry of Labor and Social Affairs of the State of Saxony-Anhalt .

Billing and auditing

In the KZV Sachsen-Anhalt, the invoices for the dental services provided by the contract dentists are collected, comprehensively checked for correctness and then forwarded to the billing offices of the health insurance companies by means of electronic data carrier exchange. The contract dental bills are checked for factual and computational accuracy and compliance with the obligations of the contract dentists in the context of their contract dentistry work is checked. If necessary, a settlement can be made. This ensures compliance with legal and contractual provisions vis-à-vis the state.

Contract and fee negotiations

The remuneration of the dentists and institutions participating in contract dental care is regulated by the state associations of the health insurance funds and the replacement funds with the statutory dental associations through general contracts.
The Association of Statutory Health Insurance Dentists distributes the agreed total remuneration. During the distribution, it applies a distribution standard that is set in consultation with the regional associations of the health insurance funds and the substitute funds.

Advanced training

Contract dentists are obliged to undergo further professional training to the extent necessary to maintain and develop the specialist knowledge required for their professional practice in contract medical care. The training content must reflect the current state of scientific knowledge in the field of dentistry .
Every five years, a contract dentist has to provide proof to the Association of Statutory Health Insurance Dentists that he has complied with his training obligation in the past five-year period. Proof of advanced training can be provided by advanced training certificates (regulated by Section 95d SGB ​​V).

Quality assurance and quality management

The work of the KZV Sachsen-Anhalt includes dental experts and prosthetic second opinion advice, which are intended to ensure and promote the quality of care and treatment.
According to § 135 SGB ​​V, every contract dental practice is legally required to maintain an internal quality management system that meets the requirements of the QM guideline of the Federal Joint Committee (G-BA). The existence of such a QM system is checked by the KZV Sachsen-Anhalt. Every year, two percent of all contract dental practices are randomly checked.

Second opinion advice on prosthetics

To implement this legal obligation, a contract under public law was concluded between the KZV Sachsen-Anhalt and the Dental Association of Saxony-Anhalt, in which the organization of the emergency service in the contract dentistry area was transferred to the Dental Association. history

  • The first KZV office in Gellertstrasse in Magdeburg emerged from the old accounting office of the dentists privately established in the Magdeburg district. On December 31, 1990, initially only three employees were working in four rooms with a total area of ​​50 square meters. On April 4, 1991, the KZV's small office was able to move to Kaiser-Otto-Ring 6 in Magdeburg. There were initially five large and two small rooms available; At the end of 1991 the area used was increased to 1,120 square meters. However, the house still had to be shared with the labor court, so that with increasing demands on the KZV, the rooms were slowly becoming too scarce. So the house in Kaiser-Otto-Ring was only a temporary solution.
  • As early as autumn 1991, the ailing condition of the Kaiser-Otto-Ring building became apparent. When two square meters of plaster finally fell from a ceiling in the office, the board of directors applied to the supervisory authority for the purchase of a plot of land for the construction of a new administration building with a planned 3,500 square meters of usable space. By resolution of the meeting of representatives on November 28, 1992 that the state's contract dentists would finance the construction of the house, the prerequisite was given to plan the building and secure the acquisition of a plot of 12,500 square meters on the southern outskirts of Magdeburg. The foundation stone was laid on January 12, 1994. On December 23, 1994 the administration was able to move into the new administration building.
