Kassoum Mamane Moctar
Kassoum Maman (e) Moctar (born October 16, 1978 in Maradi ) is a Nigerien politician. From 2009 to 2010 he was communications minister and government spokesman for Niger. He has been Minister for State Property and Urban Development since 2016.
Life
Kassoum Mamane Moctar attended a medersa in Maradi and a Franco-Arabe school in Zinder . He did his baccalaureate at the Institute of the Islamic World League in Niamey . Moctar studied communication with a focus on sustainable development at Agitel-Formation College in Abidjan . He completed this degree in 2007 with the title mastère spécialisé (MS). He also completed training in information system management and competitive intelligence , human resource management and physiological and geometric optics . In 2007 Moctar became a project manager in the Nigerien Economic, Social and Cultural Council.
President Mamadou Tandja of the MNSD-Nassara party appointed him on October 11, 2009 as communications minister and government spokesman in the newly formed government of Prime Minister Ali Badjo Gamatié . In these offices Moctar succeeded Mohamed Ben Omar , who resigned at the end of September 2009 to run in the parliamentary elections on October 20, 2009 as a candidate for the RDP-Jama'a party . After the elimination of the National Assembly and the Constitutional Court, as well as the constitutional referendum on August 4, 2009, President Tandja obtained a third term and extended powers. Moctar was seen as a vehement supporter of these processes criticized by the opposition. On February 18, 2010, the controversial President and his government were ousted in a coup led by Salou Djibo . Moctar was one of those 17 personalities from Tandja's close environment who were temporarily detained by the police for endangering state security.
From 2011 he was mayor of his hometown Maradi until he was removed from office in 2014 without giving any reason. According to a report from the High Authority for Combating Corruption and Equal Crimes (HALCIA), he was arrested for mismanagement a few weeks after his release and held in the civil prison in Kollo . In May 2015, before charges could be brought, he was provisionally released on a court order. Since its founding congress in November 2015, Moctar has been chairman of the party Congress for the Republic (CPR-Inganci). He entered the running for Congress for the Republic in the 2016 presidential election, finishing sixth of fifteen candidates with 3% of the vote. On April 11, 2016, President Mahamadou Issoufou brought Moctar back into government as Minister for State Property and Urban Development.
