Under President Mamadou Tandja of the National Development Society Movement (MNSD-Nassara), Moctar was a minister and government spokesman. The founding assembly of the Congress for the Republic took place on November 14, 2015 in Zinder . Kassoum Mamane Moctar was elected party chairman.

In the 2016 general election , Congress for the Republic won three out of 171 seats in the National Assembly . In the presidential election of 2016 Moctar went to the party and was in the first ballot with 3% of the vote the sixth of fifteen candidates. For the runoff election in the second round, the Congress for the Republic made a recommendation for the incumbent Mahamadou Issoufou of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya).
