history
Initially, the small community was the administrative unit in the area of the Keila manor. In 1866, the municipality got extended powers through the new municipal law. At that time there were eight small parishes in the area that is now Keila parish. On December 28, 1890, the farmer's representative wrote letter No. 1493 in which he announced the merger of the small communities Käesalu, Ohtu, Klooga, Humala, Joa-Meremõisa-Laulasmaa, Keila, Lehola and Maeru to form the municipality of Keila. This day is generally regarded as the hour of birth of the Keila community, in spite of multiple border changes.
